Quick explanation

The opposition consists of members of parliament outside the governing parties.

Why is this correct?

They scrutinise and criticise the government in parliament and offer political alternatives.

Background

There are two sides in the Bundestag: the governing parties, which together support the federal government, and the opposition. The opposition consists of all members of parliament whose parties are not part of the government. Its job is to scrutinise and criticise the government and to make its own proposals – for example through parliamentary questions, debates or committees of inquiry. A strong opposition is important for democracy.

Why are the other answers wrong?

The governing parties are the exact opposite of the opposition. The parliamentary group with the most members usually forms the government, but it does not have to. All parties in the Bundestag have passed the 5 percent threshold – governing parties and opposition parties alike.

Memory tip

Opposition = the side “opposite” the government: everyone who is not governing.
