Quick explanation
In Germany, raising children is primarily the task of the parents.
Why is this correct?
Article 6 of the Basic Law calls the care and upbringing of children “the natural right of parents and a duty primarily incumbent upon them”.
Background
Parents decide how to raise their children – for example regarding religion, nursery or leisure. But they are also responsible for their children’s well-being. The state watches over this to make sure the child’s welfare is not at risk: in cases of neglect or violence, the youth welfare office can intervene. Since 2000, children have had an explicit right to an upbringing free of violence. Schools have their own educational mission but do not replace parents. This question is almost the same as question 248.
Why are the other answers wrong?
The state, relatives and schools support parents but are not mainly responsible. The state only intervenes when the child’s welfare is at risk.
Memory tip
Upbringing: parents first – the state only watches over it.
