Quick explanation
Several parties governing together form a coalition.
Why is this correct?
If no party has a majority in parliament on its own, parties join together in a coalition and form the government together.
Background
In a federal election, no party usually wins more than half the seats on its own. Several parties then work together to form a majority and the government. This is called a coalition. The parties set out their joint plans in a coalition agreement. After the 2025 federal election, for example, the CDU/CSU and the SPD formed a coalition.
Why are the other answers wrong?
A parliamentary group (Fraktion) is the group of a party’s members in parliament – in a coalition it works together with other groups. A ministry is an authority headed by a minister. “Unity” is not a political term for forming a government.
Memory tip
Coalition = parties working together; Fraktion = a party’s members of parliament.
