Quick explanation

Berlin has no senator for foreign affairs.

Why is this correct?

Foreign policy is a federal task; the states have no foreign ministers of their own.

Background

In the city states, members of the state government are called senators. They head departments such as the interior, justice or finance – similar to ministers in the other states. Relations with other countries, however, are the responsibility of the federation under the Basic Law (Articles 32 and 73), i.e. the Federal Foreign Office in Berlin. The states may only cooperate with other countries to a limited extent, for example through partnerships.

Why are the other answers wrong?

Berlin does have senators for finance, the interior and justice – they are responsible for the state budget, the police and the courts.

Memory tip

Foreign policy = federation. No state has a foreign minister.
