Quick explanation
Bremen is a city state.
Why is this correct?
Bremen is a city and at the same time a federal state of its own.
Background
Germany has three city states: Berlin, Hamburg and Bremen. In a city state, the city and the state are the same – so there are no rural districts, and the state government is also the city government. It is called the Senate, and its ministers are called senators. Bremen is the smallest federal state. It consists of two cities, Bremen and Bremerhaven, both surrounded by Lower Saxony.
Why are the other answers wrong?
Munich, Frankfurt and Erfurt are cities, but not federal states of their own: Munich is the capital of Bavaria, Erfurt the capital of Thuringia, and Frankfurt is in Hesse.
Memory tip
Three city states: Berlin, Hamburg, Bremen.
