Quick explanation
Hamburg is a city state.
Why is this correct?
Hamburg is a city and at the same time a federal state of its own.
Background
Germany has three city states: Berlin, Hamburg and Bremen. In a city state, the city and the state are the same – so there are no rural districts, and the state government is also the city government. It is called the Senate, and its ministers are called senators. Hamburg is a city state in northern Germany on the Elbe, between Schleswig-Holstein and Lower Saxony. Its port is one of the largest in Europe.
Why are the other answers wrong?
Saxony, Bavaria and Thuringia are territorial states with many towns and municipalities.
