Quick explanation
Wartburgkreis is a rural district (Landkreis) in Thuringia.

The Wartburg district lies in western Thuringia; it is home to Wartburg Castle near Eisenach, where Martin Luther translated the New Testament.
Background
Territorial states are divided into rural districts and independent cities. Districts take on tasks that are too large for individual municipalities, such as district roads, waste disposal or the foreigners’ registration office. They are headed by a district administrator (Landrat). The Wartburg district lies in western Thuringia; it is home to Wartburg Castle near Eisenach, where Martin Luther translated the New Testament.
Why are the other answers wrong?
The other names belong to other federal states: Ammerland is in Lower Saxony; Altötting is in Bavaria; Nordfriesland is in Schleswig-Holstein.
