Quick explanation
The Bundestag and the Bundesrat belong to the legislature.
Why is this correct?
They are the federal law-making bodies.
Background
Legislature means the law-making power. At federal level, the Bundestag passes the laws. The Bundesrat, in which the governments of the 16 states are represented, takes part in this: some laws require its consent, for others it can raise an objection. This way the states have a say in federal legislation.
Why are the other answers wrong?
The executive carries out laws (government and administration), the judiciary administers justice (courts). “Directive” is not one of the three powers.
Memory tip
Bundestag and Bundesrat make laws → legislature (Latin “lex” = law).
