Quick explanation

The state supervises the school system because the Basic Law makes this its task.

Why is this correct?

Article 7 states: “The entire school system shall be under the supervision of the state.”

Background

According to Article 7(1) of the Basic Law, the entire school system is under the supervision of the state – in practice, the federal states. The state decides what is taught, trains teachers and ensures that qualifications are comparable. This supervision also applies to private schools: they are allowed (Article 7(4)), but need state approval and must offer equivalent education. Germany also has compulsory schooling.

Why are the other answers wrong?

Germany does not have only state schools; there are also private schools, such as church schools or Waldorf schools. Not all pupils must obtain a qualification – there is compulsory schooling, but no obligation to graduate. The fact that states have different schools is a result of state responsibility, not the reason for supervision.

Memory tip

Why? Because it is in the Basic Law – Article 7.
