The correct answer is:
Education policy.
Schulpolitik.
Independent study resource, not a BAMF website. Translations are study aids; the exam is in German.
Quick explanation
School policy is mainly a task of the federal states.
Why is this correct?
Education is part of the states’ cultural sovereignty; defence and foreign policy are federal matters.
Background
Under the Basic Law, the states are responsible for everything that is not expressly assigned to the federation (Articles 30 and 70). This includes in particular schools, universities, the police and culture. That is why each state has its own school laws, curricula and holiday dates. The states coordinate in the Standing Conference of Ministers of Education so that qualifications are recognised throughout Germany.
Why are the other answers wrong?
Defence and foreign policy are exclusively federal tasks (Article 73) – there is only one Bundeswehr and one Federal Foreign Office. Economic policy is mainly made by the federation and the EU; the states have only smaller responsibilities there.
Memory tip
Schools = a matter for the states.
