Quick explanation
The federal states take part in federal legislation through the Bundesrat.
Why is this correct?
Article 50 of the Basic Law: “The states shall participate through the Bundesrat in the legislation and administration of the federation.”
Background
After being passed by the Bundestag, every federal law goes to the Bundesrat. For laws requiring consent – for example when the states have to implement a law or spend money on it – the law cannot enter into force without the Bundesrat. For other laws, the Bundesrat can raise an objection, which the Bundestag can override. In case of disagreement, the mediation committee can seek a compromise.
Why are the other answers wrong?
The Federal Convention only elects the Federal President. The Bundestag is made up of elected federal members of parliament, not representatives of the states. The federal government is the government of the federation.
Memory tip
States → Bundesrat → a say in federal laws.
