Quick explanation
The youth welfare office can remove a child who is being beaten or starved from the family.
Why is this correct?
If a child’s welfare is in urgent danger, the youth welfare office may take the child into care.
Background
The youth welfare office should first help families, for example with advice or a family support worker. But if a child is in acute danger – for example from violence, neglect or hunger – it may take the child into temporary care and place them with foster parents or in a facility (Section 42 of Social Code Book VIII). The family court then decides on any longer-term withdrawal of custody. Children and young people in need can also contact the youth welfare office themselves.
Why are the other answers wrong?
Parents decide which school a child attends, within the school laws. Child benefit is paid by the Family Benefits Office of the Federal Employment Agency. And whether a child attends nursery is voluntary – the youth welfare office does not check this.
Memory tip
Youth welfare office: help – and protect the child in an emergency.
