Quick explanation

The Bundesrat is made up of government representatives of the federal states.

Why is this correct?

Members of the 16 state governments sit in the Bundesrat (Article 51).

Background

Through the Bundesrat, the states take part in federal legislation. It is not made up of elected members of parliament, but of members of the state governments – for example Minister-Presidents and state ministers. Each state has three to six votes depending on its population, 69 in total. A state must cast its votes as a block. The Bundesrat meets in Berlin in the former Prussian House of Lords.

Why are the other answers wrong?

The members of the Bundestag form the Bundestag, not the Bundesrat. Federal ministers belong to the federal government. Party members as such have no seat in the Bundesrat.

Memory tip

Bundesrat = council of the states: the state governments sit there.
