Quick explanation
The Federal President is elected by the Federal Convention.
Why is this correct?
The Federal Convention meets only for this purpose, usually every five years (Article 54).
Background
The Federal Convention consists of all members of the Bundestag and the same number of members chosen by the state parliaments. The states often also send well-known figures from culture, sport or society. A candidate is elected with an absolute majority in the first or second round; in the third round a simple majority is enough. The Federal Convention meets in the Reichstag building in Berlin.
Why are the other answers wrong?
The Bundesrat represents the states in legislation but does not elect the President. “Federal parliament” means the Bundestag – its members are part of the Federal Convention, but they do not elect the President on their own. The Federal Constitutional Court is a court and does not elect anyone.
Memory tip
President ← Federal Convention (Bundestag + representatives of the states).
