Quick explanation
A street demonstration must be registered in advance.
Why is this correct?
Open-air assemblies must usually be registered with the competent authority at least 48 hours before they are announced.
Background
Article 8 of the Basic Law guarantees all Germans the right to assemble peacefully and unarmed – “without prior notification or permission”. For open-air assemblies, however, the law can require registration, and it does. Important: registration is not a request for permission. The authority mainly has to manage traffic and ensure safety. A demonstration can only be banned in exceptional cases, for example if there is an immediate danger to public safety. Spontaneous demonstrations are also possible.
Why are the other answers wrong?
You cannot demonstrate “anywhere at any time” without doing anything – on the street, registration is needed. Demonstrations are not forbidden in Germany; they are a fundamental right. And you do not have to found an association: anyone may register a demonstration.
Memory tip
Demonstrating is a right – but outdoors, register first.
